Дисертація присвячена дослідженню проблем реструктуризації підприємств та шляхів підвищення її ефективності. Досліджено особливості реструктуризації підприємств за умови сучасного розвитку ринкового середовища, обґрунтовано моделі реструктуризації та методологічні підходи до оцінки її ефективності. Проведено ретроспективний аналіз діяльності підприємств трубної галузі, визначено напрями реструктуризації національних трубних заводів в контексті світових тенденцій, досліджено економічні наслідки реструктуризації власності підприємств галузі. Запропоновано концепцію реструктуризації державних промислових підприємств та її організаційне забезпечення, визначено напрями вдосконалення механізму внутрішньогосподарської реструктуризації трубних заводів, розроблено оптимізаційну модель ресурсного забезпечення реструктуризації.

Диссертация посвящена исследованию проблем реструктуризации предприятий и путей повышения ее эффективности. Исследованы особенности реструктуризации предприятий в условиях современного развития рыночной среды, обоснованы модели реструктуризации и методологические подходы к оценке ее эффективности. Проведен ретроспективный анализ деятельности предприятий трубной отрасли, определены направления реструктуризации национальных трубных заводов в контексте мировых тенденций, исследованы экономические последствия реструктуризации собственности предприятий отрасли. Предложена концепция реструктуризации государственных промышленных предприятий и ее организационное обеспечение, определены направления усовершенствования механизма внутрихозяйственной реструктуризации трубных заводов, разработана оптимизационная модель ресурсного обеспечения реструктуризации.

The dissertation is devoted to research of problems of restructuring of the enterprises and ways of increase of its efficiency. The features of restructuring of the enterprises in conditions of modern development of market environment are investigated, the models of restructuring and methodological approaches to an estimation of its efficiency are reasonable.

For increase of productivity of researches of transformational processes it is expedient to allocate models of restructuring of the enterprises, which are identified by us as characteristic of process of restructuring, which are shown in the most essential internal and external connections, and also qualitative and quantitative parameters, and in a basis of their substantiation the components of competitiveness of the enterprises and interrelation between them are fixed. According to it the models of technological and organizational restructuring are allocated. Model of technological restructuring is understood as changes in technological processes and actives, connected to them directed on purchase to competitiveness by the enterprise for the sake of achievement of object in views. The model of organizational restructuring is reduced to changes in organization of activity and is realized according to the certain directions of functioning of the enterprise or accompanies with technological restructuring.

The features of restructuring of the enterprises in conditions rise of market environment are allocated, the models of restructuring are reasonable, is offered types of the industrial enterprises, the classification of estimations of efficiency, criterion of their construction, requirement concerning creation of system of parameters and organization of procedure of an estimation is developed which enable is scientific to prove a theoretical basis of restructuring of the enterprises at the present stage transformations of economy.

Is carried out retrospective analysis of activity of the enterprises of pipe branch, the directions of restructuring national pipe factories in a context of the global tendencies are determined, the economic consequences of restructuring of the property of the branch enterprises are investigated.

The analysis of the global tendencies of restructuring of the branch enterprises has allowed to allocate its features, which the orientations to scale technological updating consist in an orientation on reduction of capacities, elimination of duplication of administrative functions and reductions of expenses, concentration of manufacture at factories of the average size integrated in industrial-financial groups (IFG) and is territorial approached to the consumers. On Russian pipe factories, which technical and technological base is similar to national manufactures, the restructuring provides a concentration of the enterprises only on release of pipe (other functions take up IFG) and is carried out on the basis of the external investments for the sake of expansion and changing of structure of capacities according to the requirements of the growing Russian market.

After-privatizational development of pipe factories testifies to their successful finance and economical activity – they enter into structure of the best enterprises of the Ukrainian industry.

The concept of restructuring of the state industrial enterprises and its organizational maintenance is offered, the directions of improvement of the mechanism of internal restructuring of pipe factories are determined, is developed the optimizational model of resource maintenance of restructuring.

Improvements of the organizational and economic mechanism of internal restructuring of pipe factories coordinate us with new control system, which focuses all activity of the enterprises on satisfaction of needs of the market, unites in a single unit results and expenses of work, raises motivation, allows to reduce specific expenses of all kinds of resources and to receive from realization of production of a means, sufficient for resource and investment maintenance of manufacture, and also is based on a rational combination of methods of operative and strategic restructuring.

The restructuring should take into account competitiveness of the enterprise, for what necessary positioning of production in the separate markets, which allows to define rather independent spheres of activity with the own market purposes, which take into account the strong and weak parties business-lines of the enterprise, and also all powerful for a competition the factors. Optimization of organizational structures of management, as an element of restructuring, should be aimed not only at achievement of formal results – creation of new organization of manufacture and selling, and to take into account advantages, which are given by methodology of creation of strategic economic divisions, namely: the most complete realization of principles of centralization of development of strategy and decentralization of process of its realization, maintenance of flexibility and adaptationality of management, inclusion in processes of acceptance of the decisions of a wide circle of the managers of all levels. The feature of this type of organizational structure is allocation in structure of the enterprises of independent parts focused on the external consumers, granting to separate industrial and functional divisions of the status of the centers of income, contents of the centers of expenses in manufacturing interests, transition in a holding principle of management.

The offered mechanism of optimization of resource maintenance of the project of restructuring allows on a basis use of economical and statistical methods to reach the compromise between an overall performance, technological level of actives and reliability of a market position, and to define distribution of available resources.

It is possible to approve, that only at correct, weighed approach to process of restructuring, its planning and modeling with the appropriate investment maintenance, it is possible to reach positive results; the partial (unsystematic) approach to questions of transformation of the enterprise is doomed on failure.
